Climate Justice Coalition Submission on South Africa’s Draft 2nd NDC

The Climate Justice Coalition made a detailed submission on South Africa’s draft 2nd Nationally Determined Contribution (NDC) under the Paris Agreement. Our submission highlights the urgent need for stronger climate ambition, clearer implementation pathways, and a people-centred just transition.
We call for higher mitigation targets aligned with science and South Africa’s fair share of global effort, including a 2030 target of no more than 350 Mt CO₂e and a medium-term ceiling of 250 Mt CO₂e. We emphasise the need to phase out fossil fuels, reform energy subsidies, and expand access to decentralised renewable energy.
Beyond emissions reductions, our submission stresses the importance of adaptation, loss and damage, and equitable access to climate finance. We urge the government to embed justice, equity, gender responsiveness, and intergenerational fairness across all aspects of the NDC, ensuring that communities most affected by climate change shape and benefit from the response.
